Jan. 21 (Bloomberg) -- A divided U.S. Supreme Court struck down decades-old restrictions on corporate campaign spending, reversing two of its precedents and freeing companies to conduct advertising campaigns that explicitly try to sway voters.

The electronic voting systems used in Massachusetts are notoriously plagued with problems and vulnerabilities, and are in violation of federal voting system standards. Moreover, they are sold, programmed, and maintained by a company with a disturbing criminal background.

The election in Afghanistan has turned into a disaster for all who promoted it. Nearly one in four votes in last month’s Afghan presidential elections were cast at polling stations now subject to a recount and audit for possible fraud, a huge number that underscores the possibility that President Hamid Karzai could face a runoff, according to an analysis of Afghan national election commission data by The New York Times.

About a third of Mr. Karzai’s 3.1 million votes were cast at polling stations that face a recount and audit of ballot boxes, according to The Times’s analysis of data released by the country’s Independent Election Commission.

The analysis suggests that the magnitude of the fraud review is far greater than what has generally been understood.

Exclusive footage obtained by the Guardian of ballot papers pre-marked for Hamid Karzai that were seized by monitors. The ballots appear to be stamped with the monitors' seal and ready to cast. The monitors filmed then destroyed the papers to stop them being used.

The shaky footage shows two election monitors inspecting a book of 100 ballot papers that are still stitched together, as they were intended to arrive at the polling station in rural Afghanistan. But something is wrong; instead of being pristine, ready for the voter to make his or her mark, each paper bears a large blue tick next to the name of one candidate: Hamid Karzai.

Afghanistan's U.N.-appointed election watchdog has ordered a recount in last month's presidential election after finding 'clear and convincing evidence of fraud'.

The number of fraudulent votes cast in the Afghan elections could top one million - the equivalent of 20 per cent of all the ballots cast, western officials have estimated.

There are entire districts where every vote was fake, sources told ABC news.

Election complaints officials in Afghanistan say they are looking into more than 560 major allegations of fraud from the 20 August vote.

The tally doubles the figure of serious allegations reported two days ago.

Bashardost suspects there is a plot to gradually increase one candidate's margin of victory; by stretching it out over an extended period of time, it may dampen the anger of rivals. "It's a preparation," Bashardost says. He contends that the U.S. is playing a role in manipulating the outcome and that Washington is planning to broker a deal among the leading candidates to get the process over with.

Across Kabul, turnout was sluggish. But at Haji Janat Gul the lack of voters had not dented the tally of votes. Only an hour after voting began, 6,000 had been cast. Yet not a voter was in sight. Staff insisted that the 6,000 had all come at 7am, when polls opened: “The Taliban said that they would cut off the fingers of people voting so they came early.”

This was impossible. Typically it takes four minutes to vote. For 6,000 to have voted in an hour at the 12 ballot boxes, they would have had an average of seven seconds each. The Electoral Complaints Commission later received allegations that the ballot boxes had been stuffed for President Hamid Karzai before polls opened, at the instigation of a local MP and tribal leader.

Senior western diplomats agree that most of the fraud appears to have been by Karzai supporters, but most of the polling stations where large-scale irregularities are alleged were beyond the reach of Afghan or international observers.

The European Union observer mission visited less than 5 per cent of the polling stations, most of them in the safest areas.

"It will be very difficult to pin-point widespread fraud with any accuracy," said John Dempsey, Afghanistan director of the US Institute of Peace.

With the results of Afghanistan's presidential election expected later today, supporters of the opposition leader, Abdullah Abdullah, delivered a grim message last night, threatening violence if their candidate loses.

Standing by the black marble grave of their fallen leader Ahmed Shah Masoud, two former mujahedin fighters said they still had their guns and warned that they had not forgotten how to use them.

Like most of Afghanistan's Tajik community, they had voted for Mr Abdullah, a former foreign minister of Tajik and Pashtun ancestry, who fought alongside their beloved Commander Masoud against the Soviet invaders and then the Taliban.

If the election is "stolen" by Hamid Karzai, the reaction would be violent, the former guerillas declared.

Reports of fraud and intimidation in Afghanistan’s presidential election continued to mount Saturday, with anecdotal but widespread accounts of ballot-box stuffing, a lack of impartiality among election workers and voters casting ballots for others.

A particular concern was the notably low turnout of women, who election observer organizations said were disproportionately affected by the violence and intimidation.

A team of computer scientists at University of California, San Diego, the University of Michigan and Princeton University announced a new way to electronically steal votes Monday.

“We wanted to find if a real criminal could do this, starting from scratch, with no access to source code or other closely guarded technical information,” the announcer begins. “We faced several challenges: getting a voting machine, figuring out how it works, discovering a weakness, overcoming the machine’s security features and constructing attack software.”

“In the end we found that it is possible to undetectably change votes and that such an attack takes a lot less time and money than one might expect,” the announcer said.

Iran is standing on the verge of chaos after sitting President Mahmoud Ahmadinejad won the first stage of the presidential election in the country on June 12. His three rivals received less than a third of all votes, which triggered massive riots across the nation. Mir-Hossein Mousavi, who obtained 33 percent of the votes cast, stated that the election had been totally fabricated. Two other candidates - Mohsen Rezaee, former Commander of the Iranian Revolutionary Guard, and Mehdi Karroubi, former Speaker of the Majlis, - said that they would support Moussavi in his endeavor to revise the election results.

Stigall told the Election Assistance Commission, a tiny agency that Congress created in 2002 to modernize U.S. voting, that computerized electoral systems can be manipulated at five stages, from altering voter registration lists to posting results.

"You heard the old adage 'follow the money,' " Stigall said, according to a transcript of his hour-long presentation that McClatchy obtained. "I follow the vote. And wherever the vote becomes an electron and touches a computer, that's an opportunity for a malicious actor potentially to . . . make bad things happen."
