Gray's arrest Sunday morning on a west Baltimore street was recorded on video by residents. Gray had been chased down by police for a still-undisclosed reason. He was talking, mobile and standing up when he was first put in the police transport vehicle.
But just a couple of blocks later at a second stop, Gray was taken out of the van and put on the pavement. Gray was already handcuffed. The witness who spoke with the I-Team, who doesn't want to be publicly identified, said at this stop, police also put cuffs on Gray's ankles. She then watched how they put Gray back in the van.
"They threw him in the paddy wagon face first, you know, facedown, and mind you, his arms and legs are locked up," the witness said. "He was facedown as he was on his stomach. They just threw him in the paddy wagon facedown, head first, ankles bound, arms bound."
