Put Wars and Banks on PAYGO

"The pay-as-you-go rule is very simple," Obama said. "Congress can only spend a dollar if it saves a dollar elsewhere." Except that it's not so simple. Obama would make an exception to allow Bush's tax cuts for millionaires to be extended past their 2010 expiration date, as well as to prevent the alternative-minimum tax from impacting the overclass. Still, the White House insists that everything is very simple:

Webmaster's Commentary:

Translation: The cuts are in those benefits you actually pay taxes FOR!

War, Israel, debt payments, and bailouts will continue and your taxes will go up. But everything else, like roads, schools, and hospitals will be cut back.

Community struggles to understand deaths

The man who police say was driving drunk when he struck and killed a mother and her daughter Monday was in the U.S. illegally and didn't have a driver's license.

State police revealed those facts yesterday about Zacaria Conses-Garcia, who was charged with first-degree vehicular manslaughter, a felony, and driving while intoxicated in the deaths of Lori Donohue, 37, and Kayla Donohue, 8.

The Next Big Taxpayer Bailout? IMF Could Get Hundreds of Billions for European Banks

The bailout of private banks and financial institutions has become a touchy political issue in the United States, ever since President Bush’s Treasury Secretary and former Goldman Sachs CEO Hank Paulson asked Congress for a $700 billion dollar blank check last September.

Now the Obama administration is asking the Congress for $108 billion for the International Monetary Fund. This was in accordance with a plan that the administration has helped organize to raise $500 billion in additional funds for the IMF. This would add to the approximately $200 billion that the IMF has on hand, $100 billion in gold reserves, and another $250 billion that the Fund will create in its own currency. These are enormous sums of money that the IMF has never come close to before.

Webmaster's Commentary:

Never mind that the American taxpayer is losing their homes, their jobs, and their businesses; once again the US Government wants to look good by being generous with YOUR money.

London's Metropolitan Police accused of waterboarding suspects

Metropolitan Police officers subjected suspects to waterboarding, according to allegations at the centre of a major anti-corruption inquiry, The Times has learnt.

The torture claims are part of a wide-ranging investigation which also includes accusations that officers fabricated evidence and stole suspects’ property. It has already led to the abandonment of a drug trial and the suspension of several police officers.

Israel hints of broader war in region

Israel's Defense Minister says the flames of the next Israeli war would engulf a 'broader' region while admitting that Israelis must be ready to pay a higher price in terms of losses.

"The IDF's future operations will be broader and more demanding in terms of their scope and pace, with more risks than Operation Cast Lead ( in the Gaza Strip). We in the political echelon will act so that the ordeal won't come to pass but, still, you must win every trial," The Jerusalem Post quoted Ehud Barak as saying on Tuesday.

US MORTGAGE CRISIS: SYMPTOM OF A LARGER DISEASE

As the 20th century advanced, the financier elite became heavily involved in getting rich off world war and the manufacture of the new weapons of mass destruction that modern technology made possible. Warfare and weaponry, combined with control of credit manufactured through the leveraging of industrial production, were to be the primary means of putting nations and their populations into debt. A materialistic slave society was being created, which books like 1984 warned against.

Bomb and Steal or Heal?

Watching the struggle in the halls of government power between advocates of single payer health coverage, on one hand, and the insurance companies on the other illustrates the conflict between the public's welfare and private corporate greed in a way where the consequences are likely to be visited directly on the broken and afflicted bodies of the unfortunate poverty-stricken occupants of the American Imperium. We Americans, heirs to the best and most advanced health care on the planet, if one is fortunate enough to be able to shovel money into the coffers of the the pharmaceutical and insurance industries, may get a chance to see if we can equal the accomplishment which many nations on the planet have already achieved, namely, health care for all the citizens within their borders.

Readying Americans for Dangerous, Mandatory Vaccinations

At least three US federal laws should concern all Americans and suggest what may be coming - mandatory vaccinations for hyped, non-existant threats, like H1N1 (Swine Flu). Vaccines and drugs like Tamiflu endanger human health but are hugely profitable to drug company manufacturers.

Will he mention the Holocaust again?

Netanyahu has had somewhat of a fixation with Iran. This is often presented as irresponsible: Instead of trying to calm the public, he continuously feeds its fears. In an unnecessary series of statements the prime minister has repeatedly threatened Iran's leaders, while hinting that Israel will have no choice but to strike if they do not stop trying to acquire nuclear weapons.

The other side of the threat is the Holocaust motif: On Holocaust Memorial Day, for example, Netanyahu said, "We will not allow Holocaust deniers to carry out a second Holocaust against the Jewish people."

Webmaster's Commentary:

The holocaust revisionists do NOT want a second holocaust. We just want you to shut the heck up and stop begging for money based on the first one!

Former White House Lawyer Tells Senate that “Indefinite Detention” Without Trial Is Occurring In Afghanistan and Iraq, As Well As Guantanamo

Richard Klingler, a lawyer in the Office of White House Counsel under former president George W. Bush, told senators today:

The "debate on indefinite detention often wrongly focuses on Guantanamo Bay," arguing the practice is "considerably more widespread."

It is a practice Obama "will continue to pursue," in Afghanistan, Iraq, and at Guantanamo, and he noted they have already followed in the Bush administration's footsteps by defending it repeatedly in court, added Klingler.

The "wartime framework underlying [these tactics] have settled well within the mainstream of the American tradition," he said.

Monster Jellyfish

Giant jellyfish like this one are taking over parts of the world's oceans as overfishing and other human activities open windows of opportunity for them to prosper, say researchers.

In this photo, a diver is attaching a sensor to track a monster Echizen jellyfish, which has a body almost 5 feet across, off the coast of northern Japan.

Jellyfish are normally kept in check by fish, which eat small jellyfish and compete for jellyfish food such as zooplankton, researchers said. But, with overfishing, jellyfish numbers are increasing.

Five dream discoveries

The old adage "I'll sleep on it" may have some truth in it, after all.

A study by researchers at the University of California San Diego has concluded that problems are more likely to be solved after a period of dreamy (rapid eye movement) sleep.

Scientists believe so-called REM sleep allows the brain to form new nerve connections without the interference of other thought pathways that occur when we are awake or in non-dreamy sleep.

Anecdotal evidence from some key figures in the arts and science suggests there could be some truth in this.

Here are some examples of major discoveries made in dreams.

Gasoline Is Toxic Waste - Literally

We Don't Need Gasoline, Never Did

Facts: Scientific and historical about gasoline and alcohol

1. The original automobiles ran on alcohol because when they were invented gasoline was not available.

2. Rockefeller spent $4 million (that we know of) to promote Prohibition, a ban on alcohol manufacturing in the US that started in 1919 just as the car industry was taking off.

3. When Prohibition was lifted in 1933, gasoline stations were ubiquitous and most engines ran on gasoline only.

4. Alcohol can be manufactured locally and on a community level from renewable plant material for $1 per gallon.

No we can’t, Israeli hardliners tell Obama as he pushes for peace

President Obama’s push for peace in the Middle East has provoked the ire of right-wing Israelis, who have launched a campaign against his initiative with the slogan “No you can’t”.

As George Mitchell, the US President’s special envoy to the Middle East, arrived in Jerusalem yesterday he was confronted by a growing campaign against Mr Obama’s push for a halt to the construction of Jewish settlements in the West Bank. One poster depicted Mr Obama in a Palestinian keffiyeh headscarf; others made sure his full name — Barack Hussein Obama — was highlighted. One activist condemned Mr Obama as America’s most anti-Semitic president.

Webmaster's Commentary:

Dear President Obama: should Netanyahu echo this "no, we can't" stance in his speech on Sunday, you have only one option: stop signing the checks for any Israeli aid, military or economic.

Be the first President in a long time who doesn't believe that he should be played for a fool by this country, and that this country's wealth and military might should not be used to enhance the fortunes of a foreign country, when we have homeless Vets sleeping in our streets.

That is the only language Israel truly understands, if you have the strength of character to do it.

Democrat warns Obama risks 'future Guantanamos'

US President Barack Obama risks creating "future Guantanamos" by continuing his predecessor's policy of indefinitely holding Al-Qaeda suspects, a prominent Democrat warned on Tuesday.

Senator Russ Feingold said he was "troubled" by Obama's policies, warning the practice of holding some suspected terrorists indefinitely risked being "effectively enshrined as acceptable in our system of justice."

Webmaster's Commentary:

Senator Feingold is absolutely right in what he says, but the problem with "indefinite detention" doesn't end with the scenarios he described.

Obama's security speech in May "...acknowledged for the first time that a legal framework could be established to hold the most dangerous US detainees indefinitely without trial."

But this precedent could very easily be extended to American citizens who are absolutely not terrorists (at best, minor annoyances)for simply having a fundamental disagreement with this government about any issue.

"Indefinite detention" is completely antithetical to the moral values of this country, as enshrined in the Constitution and Bill of Rights. It is a very slippery slope from which all American jurisprudence could very well get pushed off a cliff, pulling American justice absolutely back on par with that of the Dark Ages.

# First, employment is still falling sharply in the U.S. and other economies. This will be bad news for consumption and the size of bank losses.
# Second, this is a crisis of solvency, not just liquidity, but true deleveraging has not really started, because private losses and debts of households, financial institutions, and even corporations are not being reduced, but rather socialized and put on government balance sheets. Lack of deleveraging will limit the ability of banks to lend, households to spend, and firms to invest.

US to spend $1 billion on embassy expansions in Pakistan, Afghanistan

The US is embarking on a $1 billion crash program to expand its diplomatic presence in Pakistan and neighboring Afghanistan, another sign that the Obama administration is making a costly, long-term commitment to war-torn South Asia, US officials said Wednesday.

The White House has asked Congress for – and seems likely to receive – $736 million to build a new US embassy in Islamabad, along with permanent housing for US government civilians and new office space in the Pakistani capital.

Other major projects are planned for Kabul, Afghanistan; and for the Pakistani cities of Lahore and Peshawar. In Peshawar, the US government is negotiating the purchase of a five-star hotel that would house a new US consulate.

Oakland Considers Bankruptcy

Oakland city officials have discussed the possibility of declaring bankruptcy to deal with the city's massive budget deficit, according to the Chron. The idea has some merit, especially if the $67 million federal grant for policing doesn't come through. Oakland's main problem is high employee salaries and benefits that it can no longer afford, particularly in the police and fire departments. But the city can't cut worker compensation significantly without union approval. As a result, Oakland may be forced to lay off large numbers of people and make painful cuts in services. In fact, without the federal grant, Oakland may be have to lay off more than 200 cops, which is untenable in a city with so much crime.

Spitzer: Green Shoots, Red Ink, Black Hole: Truly Terrifying Data About the Real State of the U.S. Economy

I have an unfortunate sense that the “green shoots” in the economy that everyone is talking about are nothing but dandelions. Sure, forcing $1 trillion of taxpayer money—in direct capital, guarantees, and diminished cost of borrowing—into the banking sector has permitted the major banks to claim solvency for the moment. Yet we should not forget that this solvency has come not through a much needed deleveraging of the banking sector but rather from a massive transfer of the obligations of private banks to the public, with the debt accruing to future generations. And overall loan quality at U.S. banks is still the worst in 25 years and deteriorating at the fastest pace ever.

Webmaster's Commentary:

The bailouts operate on the theory that taking a trillion dollars form the taxpayers to give to the banks to loan back to the taxpayers will return us to the heyday of borrow and spend excess. But that is simply not going to happen. Working people are aware that debt is bad after the battering they just took and they want to get debt-free. But because all the money in use under the Federal Reserve system is the proceeds of a loan, people MUST be kept in debt or the system collapses.

Therein lies the conflict which may well bring down the country. The financial system is designed to keep people permanently in debt, indeed cannot function without keeping people in debt, and the people do not wish to live that way any longer.

THE 1967-WAR REVISITED

Afterwards, the Red Cross would bring a tent, as a temporary shelter for the victims, otherwise the tormented family would simply make an enclosure and sleep under the trees, or, if the weather was cold, find a cave to live in until a permanent solution could be found. These were indelible images of misery I won’t ever forget, an ugly testimony to Israel’s Nazi-like savagery.

Jeff Halper, founder and head of the non-governmental Israeli Committee Against House Demolitions (ICHAD), an anthropologist and scholar of the occupation, observed that the Zionist and Israeli leaders going back 80 years have all conveyed what he calls “the Message to the Palestinians.”

Air France crash killed two prominent illegal arms foes

The puzzling crash of Air France’s Flight 447 killed two of the world’s “most prominent” illegal arms trade and international drug trafficking foes, according to a little-noticed report.

In a revelation sure to fuel conspiracy theories over the plane’s demise, the report reveals that two key figures in the neverending internecine battle against global arms and drug trafficking perished when the plane abruptly fell out of the sky. Both were particularly active in efforts to stem illegal arms trading in Latin America.

The US Government tortured an American.

Why the Present Depression Will Be Deeper than the Great Crash of 1929

by understanding the causes of the Great Depression as elucidated by Galbraith, we can observe the differences between the present and 1929. These reveal why today's Depression will be even deeper than the 1929-1941 one and why today's policy "fixes" as pursued by that great student of Depression, Ben Bernanke, are fighting the last war--a Keynesian stimulus strategy doomed to catastrophic failure.

Jun 09 08:52

The depression quietly deepens

Those of us who still question whether the world has purged its toxins are reduced to the same tiny band of moaning Druids from early 2007, when we shook our heads in disbelief as the carry trade swept Iceland to fresh madness and bankers laughed off sub-prime rot at Bear Stearns.

We learned then to thicken our skins with walnut juice, lie down in dark rooms, and dissent from Goldman Sachs. Such seclusion is called for once again as Goldman replays its BRIC anthem and raises its oil forecast to $85 a barrel this year, betting that the world will roar back on a tidal wave of liquidity.

Webmaster's Commentary:

There will be no liquidity without manufacturing and manufacturing jobs.

The Capitol Market boys see the world only in terms of a confident public willing to borrow to spend, and that is just not going to happen after the battering working people are taking right now.

No jobs, no recovery. It is indeed just that simple.

DOJ Torture Emails: How The Times Could Have Reported The Story

Over the weekend, the New York Times reported that Justice Department lawyers agreed in 2005 that harsh interrogation techniques were legal. The impact of the story -- which was based largely on email messages written at the time by James Comey, then a high-ranking Justice Department official -- has been, it seems, to bolster the Dick Cheney position in the ongoing torture debate in Washington.

But the Times also, to its credit, released Comey's emails in full, allowing us all to make our own judgments about what they show. And after a close look at the emails, it seems clear that the paper could have used them to write a very different story -- with a very different effect on the public debate.

Political paralysis over torture

Despite the 24 version of events, the Bush administration did not simply authorize traditional, bare-knuckle torture. What it did do was develop to new heights the world's most advanced form of psychological torture, while quickly recognizing the legal dangers in doing so. Even in the desperate days right after 9/11, the White House and Justice Department lawyers who presided over the Bush administration's new torture program were remarkably punctilious about cloaking their decisions in legalisms designed to pre-empt later prosecution.

. Judge denies ACLU request to reveal US role in torture of American citizen

“Hamdan told his brother that his captors routinely beat him and kept him in a freezing underground room during his months-long detention by state security forces,” the ACLU said in an advisory. “The torturers sometimes beat him in the location of his liver, knowing that he has a liver condition, and denied him his prescription liver medication throughout his detention. His torturers also beat him on the soles of his feet, deprived him of sleep by shining a bright spotlight on his face for hours at a time, and engaged in other abuses.

“The torture was so severe that he often passed out from the pain, Hamdan told his brother. The agents also threatened to punish Hamdan’s wife and family if he did not confess to their allegations.”

Webmaster's Commentary:

Memo to Judge Robertson; just in case he has been afflicted by a bad case of selective memory: torture is illegal under both US and international laws.

Torture, in case you have forgotten, sir, is completely antithetical to every value as stated in the the US Constitution and Bill of Rights

Torture is simply a means of obtaining a confession, not at all getting at the truth; we have known this from the time of the Catholic Inquisition

When American nationals are involved with torture, the use of that torture removes us from any and every human rights treaty to which this country has ever been a signatory, including the Geneva Convention. You might, sir, want to refresh your recollection of this document, particularly about the conditions under which enemy troops are to be treated.

And Judge Robertson, congratulations on what is certain to be one of the most logical outcomes of this ruling; if Americans torture, it gives any country holding American military or civilian personnel carte blanche to do the same to them.

Long-Term Economic Memory Loss

The Fed understood that monetizing the debt to hold down interest rates meant loss of control over the money supply. The policy of suppressing interest rates could only work until the financial markets anticipated rising inflation and bid down the bond prices. If the Fed responded by buying more Treasuries, the money supply and inflation would rise faster.

Since Fed Chairman Bernanke announced his plan to purchase $1 trillion in mortgage and Treasury bonds in order to help the housing market with low interest rates, interest rates have risen. When will the Fed remember that printing money does not lower long-term interest rates?

Key figures in global battle against illegal arms trade lost in Air France crash

ARGENTINA: Argentine campaigner Pablo Dreyfus and Swiss colleague Ronald Dreyer battled South American arms and drug traffickingFrom Andrew McLeod

AMID THE media frenzy and speculation over the disappearance of Air France's ill-fated Flight 447, the loss of two of the world's most prominent figures in the war on the illegal arms trade and international drug trafficking has been virtually overlooked.

Pablo Dreyfus, a 39-year-old Argentine who was travelling with his wife Ana Carolina Rodrigues aboard the doomed flight from Rio de Janeiro to Paris, had worked tirelessly with the Brazilian authorities to stem the flow of arms and ammunition that for years has fuelled the bloody turf wars waged by drug gangs in Rio's sprawling favelas.

IS YOUR 'CHEESE GRATER' CHAIR, DESK, RADIOACTIVE? THE LATEST SCANDAL OF ASIAN IMPORTS!!!

Jaysus, as if we didn't have enough to worry about over imports and toxic things in our food. Now, you can eat healthy.. grow your own foods and when you go to grate something for your salad, dump radioactive carrots into the bowl.

Webmaster's Commentary:

Now, I am no fan of Chinese imports (at least the ones designed by American get-rich-quick companies) and have expressed concern over items like a child's toy ray gun with a REAL LASER in it being sold around here.

That being said, I own a radiation meter I purchased back when the DU release was a news story here in Hawaii and I just ran a quick survey of the kitchen, which does include many metal items form China.

Yes, I did detect some elevated levels of radiation, but nothing I would consider a serious problem. Normal background on this meter is between 8 and 11 (we live on basaltic rock). The highest level I got was a 34 and that was off the metal cover on the Bic disposable lighters. Some of the made in China metal ware got 14-17. A lot of it, including the grater, did not show detectable levels above background.

Now, with more sophisticated detectors and shielding from the outside there may be detectable levels of radiation but just to put things in perspective the high speed lens on my night vision scope (my own assembly, NVS you purchase at stores do not have this) is made from Thorium glass, a beta source, and puts the radiation meter into the hundreds.

So unless someone else with radiation equipment gets a different result, I don;t think this is the issue the poster is trying to make it.

The Biggest Victim of the Debt Crisis

Indeed, the Treasury’s financial crisis looms so large, it could wreck more havoc on the economy and deliver more pain to average Americans than the subprime mortgage disaster, the housing bust, the banking crisis, and the collapse of General Motors put together …

It could create a rising tide of interest rates that wipes out the effects of any stimulus, undermines any recovery, and sabotages any new bailouts …

But unlike GM, Fannie Mae, Citigroup, AIG, and the many others that the U.S. Treasury has bailed out in recent months, there is no institution on the planet big or rich enough to bail out the U.S. Treasury itself.

Webmaster's Commentary:

If you remove the jobs of the working class, you collapse the foundations of the entire economy. As the cracks work their way upward, higher and higher levels who imagined they were too large or too high to fail start to fall apart and remove the support for the levels which are even higher.

When the cracks reach the very top (and that is the Treasury itself) the whole structure crumbles.

NY pol: Holocaust memorial should only honor Jews

A New York politician says only Jews persecuted during the Nazi reign should be honored at a Holocaust memorial in Brooklyn.

Assemblyman Dov Hikind (HY'-kihn) opposes markers at the memorial honoring other victims of the Nazis. They include homosexuals, Jehovah's Witnesses, the disabled, political prisoners and Gypsies.

Webmaster's Commentary:

According to the records of the International Red Cross, Jews represented only about 20% of the population of the Nazi slave labor camps. If we set aside the claim that the Jews were specifically targeted for extermination, then for every one Jewish survivor of the Nazi camps, there should be four other non-Jewish survivors of the camps. If we stipulate the intentional extermination of the Jews, then the ratio should of course be considerably higher.

So, where are they? Where are the homosexual survivors, the Jehovah's Witness survivors, the disabled survivors, the political prisoner survivors, and the Gypsy survivors of the death camps? There should be at least four of these for every one Jewish survivor of the slave-labor camps.

And why shouldn't all the victims of the Nazis (and the typhus) be on a memorial? Is Assemblyman Dov Hikind a racist?

Scientists discover unexpected cause of global warming: the price of a U.S. postage stamp

Stop the global warming presses. Scientists have discovered a remarkable link between rapidly rising world temperatures and…uh…well…United States postage rates.

“The rise in global temperatures since 1880 closely correlates with increases in postal charges,” the study stated, “sparking alarm that CO2 has been usurped as the main driver of climate change.”

As you can see in the chart, the correlation between rise in temperatures and the rise in the price of postage stamps is far closer than the correlation between temperatures and C02.

This tongue-planted-firmly-in-cheek scientific report demonstrates the obvious quite simply: Just because two things correlate doesn’t mean one causes the other.

Recently the global temperature increased from 1918 to 1940, decreased from 1940 to 1976, increased again from 1976 to 1998 and has been decreasing ever since.

However throughout this time CO2 has been added to the atmosphere in increasing amounts. This point was brought out by at the New York conference by Vaclav Klaus the rotating President of the EU and President of the Czech Republic. If CO2 emissions cause temperature rises than why is it that every 27 years the earth climate switches to a cooling mode with decreasing temperature? Clearly there is another explanation that does not include humans. .

One may speculate that perhaps the romance never fully ended—and wonder if the CIA's IT venture capital subsidiary, In-Q-Tel, may have provided development and/or funding assistance to spark the meteoric rise of Daily Kos, now a virtual kingmaker in the Democratic party. The site endorses and directly raises funds for certain Democratic candidates and PACs, amassing over $2 million in the last two election cycles. Markos and his business partner, Jerome Armstrong, have also hired themselves out as political consultants to certain candidates—a stark conflict of interest for journalists.

Sibel Edmonds on "Dissecting the Mainstream Media"

In 1996 Gary Webb, a prize-winning investigative journalist at San Jose Mercury News, found himself at the center of a major storm caused by his three-part investigative series published under the title “Dark Alliance.” The series connected the CIA to the contra-cocaine scandal and alleged that Nicaraguan drug traffickers had used the drug profits from selling crack cocaine in the U.S. to finance the CIA-supported Nicaraguan Contras. The connections documented by Webb did not claim ‘direct involvement’ by the CIA but thoroughly established that the CIA was aware of the cocaine transactions and the large shipments of cocaine into the U.S. by Contra personnel. Webb’s story was supported by hundreds of documents obtained through FOIA, transcripts, and audio interviews - all of which were published later on his website.

The attacks on and denials of Webb’s series began right away. The ‘Gang of Three’ – Los Angeles Times, The New York Times, and The Washington Post, put on a united front and viciously attempted to debunk the link between the crack epidemic in the U.S. and the Contras. A decade earlier, the same ‘Gang’ had either downplayed or dismissed the 80s contra-cocaine scandal. Despite all the facts that came out of Sen. Kerry’s half-way Contra Hearings, despite sound evidence presented in an AP article by Robert Parry and Brian Berger, the ‘Gang’ never truly followed up or provided deserved coverage of Contra Crimes.

Fed to Hire PR Wizard to Fight Against HR 1207

As HR 1207 gains momentum and co-sponsors in the House of Representatives, the Federal Reserve is planning to fight the tide calling for an audit of its books by hiring a veteran lobbyist to “manage its relations with Congress,” according to Reuters.

The Fed plans to hire Linda Robertson, who previously worked for now-defunct energy company Enron, as well as the Clinton administration. She is currently head of government, community and public relations at The Johns Hopkins University in Baltimore. Robertson “spent eight years in senior positions at the Treasury Department, working for three secretaries: Lloyd Bentsen, Robert Rubin and Lawrence Summers,” a bio posted on The John Hopkins University website states.

Webmaster's Commentary:

That phrase about the Fed hiring this lady to “manage its relations with Congress,” probably translates into hiring someone who knows precisely where all the congressional "bodies" (both physical and metaphorical) are buried, and how to threaten to exhume them should Congress become less than a friend of the Fed by passing this bill.

Bank Profits From Accounting Rules Masking Looming Loan Losses

Big banks in the U.S. say they’re on the mend. The five largest were profitable in the first quarter, rebounding from record losses for the industry in the fourth quarter. Share prices have jumped, with the KBW Bank Index doubling since March 6.

The revival may be short-lived. Analysts who have examined the quarterly profits and government tests say that accounting rule changes and rosy assumptions are making the institutions look healthier than they are.
