R.I.P. the TARP

In horse racing, when you run consistently, either good or bad, it's called running "true to form". In displaying the breathtaking incompetence obvious in US Treasury Secretary Henry Paulson's shifting of the policy emphasis of the US$700 billion Troubled Asset Relief Program (TARP), at least it can be said that Bush administration is running well true to form.
