Does the word "we" used above translate to "WE THE PEOPLE"?

If this is indeed true, then the American people had better prepare for real warfare on American soil. The world will NOT put up with the US government's desire to own and rule over the whole world. The murder of innocent foreigners WILL stop one way or another. If the American people are unwilling to stop it, they must be prepared to die when the rest of the world retaliates.
