Why don't you form up a rebel brigade. We'll set up the squadron that was responsible near the border and make sure they can't protect themselves all that well. We'll give them some weapons and munitions that were made in China. We'll even give you some dirty nukes free of charge. We want you to kill all of them. OK?!?!? That's the payback. We will let you do it. Honest.

Meanwhile ... we want you to retaliate so we can REALLY attack your country with nukes.

This will be my farewell surprise.
