Colombian wiretap scandal grows

"What started as allegations that some rogue agents of the Das (Department of Administrative Security) could have intercepted the phone calls and e-mails of judges, politicians, government officials and journalists, appear now to be accepted as fact.

The information garnered from their wire taps could have been passed on to criminal elements, drug-traffickers, paramilitaries and even Marxist rebels."

Gosh, who would have the technical know-how, the motivation to infiltrate, intercept phone calls and emails from the Colombian government and police? Certainly not the U.S. government who literally owns Colombia through Plan Colombia, and would automatically, as part of that program, monitor Colombian communications. So, who are the "rats" that the Colombians are trying to clean out of their Department of Administrative Security (DAS)?
