Afghan surge troops won't target drug crops

Thousands of extra Marines pouring into Afghanistan's opium-growing heartland will go after those who process drugs but not those who grow the crop, the commander of U.S. Marines in the area said.

So, the overt explanation is that we don't want to harm the poppy farmers, but in theory arresting or killing the poppy farmer's customers is harmless, right?

Folks, we went through this during Vietnam.; The only opium processors being arrested are the competition for American drug criminals.
