homes (near neighbors that) are on a watch list?
homes where the bread winner has been laid off?
homes that are in "nasty" neighborhoods?
homes in areas deemed to be "of bad ethnicity"?
homes where at least one parent has a criminal record?
homes where there are unpaid bills, fines etc?
homes that are out of "proper" repair?
homes where individuals voted against the current government?
