Israel exists because of a concept called "mass guilt", that an entire people are responsible for the actions of their leaders.
There is some merit to this concept. If a people fail to speak out against or otherwise oppose the actions of their government, then they are responsible in some measure for the crimes of that government.
However, this concept has limits. Insisting that American tax payers who were not even alive during WW2 are obligated to pay the costs of Israel because of the holocaust have to be viewed as silly in the extreme.
